District Twelve is one of the most poorest of all the districts in Panem. The District's main export that they give to the Capitol is coal, dug from their very own coal mines. The Capitol barely supports the life of the District, making people struggle to keep themselves and/or their families alive. For most people in Twelve, it is common for people to be poor, and it would be rare for someone (excluding the Victors and their families) to be wealthy.
The mines are where most of the residents of Twelve work; the rest either are too sick to work in the mines, or they work in the Upper District in the black markets. There are woods just outside of Twelve, but they are off-limits, so if a resident from Twelve gets caught sneaking in, they will get the consequence of a severe punishment.
